This feature was removed from MediaWiki core in version 1.35.0. Please see $wgGroupPermissions ($wgGroupPermissions['sysop']['blockemail'] = true;) for an alternative way to use this feature. Access: $wgSysopEmailBans Allow sysops to ban users from accessing Special:Emailuser.
