The Google Play Books Partner Center is the publisher platform for Google Play Books (selling ebooks and audiobooks) and Google Books (offering book previews in Google Search). If you're an administrator of Google accounts for an organization, you can control access to the Play Books Partner Center by users in your organization. Just turn Play Books Partner Center on or off for those people in your Admin console.
Control who uses Play Books Partner Center in your organizationBefore you begin: To turn a service on or off for certain users, put their accounts in an organizational unit (to control access by department) or add them to an access group (to allow access for users across or within departments).

If you aren’t using an administrator account, you can’t access the Admin console.
To turn a service on or off for everyone in your organization, click On for everyone or Off for everyone, and then click Save.
