⚓ T389624 Post "enotif" migration followup: Notifications hook deprecations and migration Path

As part of the MediaWiki Platform team's work to simplify and modernize how notifications are managed across MediaWiki Core and Echo, we are deprecating a set of legacy hooks that were previously used to control email and event notifications.

This is part of a broader initiative to unify notification handling through a central NotificationService, and to support better maintainability, consistency, and developer experience across MediaWiki and extensions.

The following hooks are now deprecated, with dedicated tracking tasks for migration and cleanup:

• AbortEmailNotification T389618: Deprecate `AbortEmailNotification` hook
• SendWatchlistEmailNotification T388003: Deprecate `SendWatchlistEmailNotification` hook
• AbortTalkPageEmailNotification T388004: Deprecate `AbortTalkPageEmailNotification` hook
• Echo\\EventInsertComplete T395913: Deprecate `EventInsertComplete` hook
• UpdateUserMailerFormattedPageStatus T395050: Deprecate `UpdateUserMailerFormattedPageStatus`

Once all notifications are routed through NotificationService::notify(), it will also be possible to deprecate:

• BeforeEchoEventInsert _(future)_
• EchoGetDefaultNotifiedUsers _(future)_

Extensions using these hooks should begin migrating to the new notification architecture. See the following resources for guidance:
