Convert a TSC library to SWC.

By default, Nx will search for convert-to-swc in the default collection provisioned in workspace.json.
You can specify the collection explicitly as follows:
1nx g @nx/js:convert-to-swc ... 2
Show what will be generated without writing to disk:
1nx g convert-to-swc ... --dry-run 2
Convert libs/myapp/mylib to SWC.:
1nx g swc mylib 2
