Don't assume that particular path for netscape.
For example, on my Linux Redhat system, it's:

    /usr/bin/netscape

and on my SGI IRIX system, it's:

    /usr/bin/X11/netscape

Perhaps you should just set:

     browser = "netscape -remote 'openURL(%s)'"

and rely on the usual $PATH search.
