Interestingly, with Steve's proposed changes, their approach of using
bytes paths internally should "just work" on Windows in UTF-8 mode,
even without their syspath converter. So I may be being unduly
pessimistic in assuming this will be useful primarily for network
services - cross-platform desktop development may benefit as well.

(The additional info doesn't change my view that we'd benefit from a
release cycle's worth of availability as an opt-in provisional
behaviour though)
