The spec file in Misc/RPM has not been maintained in quite some time; the last change to that file that wasn't just a version bump was one [1] whose commit message was "#5776: fix mistakes in python specfile. (Nobody probably uses it anyway.)" and was committed four and a half years ago. It's not unlikely that you're the first person to use the file since then :). We should probably just remove the file, but if you manage to get it working and would like to provide a patch on bugs.python.org, it would probably be accepted.
