It cannot be 'unique' because most bug fixes are not unique to any 
branch. News for 3.x should have all relevant changes to 3.x, and, I 
think, only those.

The question is whether the entries under 3.3.1rc1 in 3.4 News are 
changes unique to 3.3.1rc1 that should not be in News 3.4; changes to 
both 3.3 and 3.4 that are now listed twice, and should only be listed 
once; or changes to 3.4 that are now listed only under 3.3 but should 
instead be listed as 3.4 changes. I am not looking at the moment because 
is it 3am here.
