It is not something most people should use; however, if it is a builtin, people will be drawn to frozendicts like moths to a flame. The tuple-as-frozenlist anti-pattern shows what we're up against. Another thought: if pypy is successful at providing sandboxing, the need for sandboxing in CPython is substantially abated.
