I'm not so sure. Even if the low-level Win32 API was not available, you might still be able to do useful things with the higher-level APIs, such as Windows.Storage (in case of file access). If you use, say, Windows.Storage.ApplicationData.RoamingSettings in your app, you should not actually worry what the file is named on disk (or whether there is a spinning disk in the system at all, which probably isn't).
