That has its highpoints;

* give tracker entries a more professional appearance
  closer to what is done on code paste sites, code viewers, and wikis

* provide a clean way to post code snippets
  (we've had past issues with whitespace being gobbled-up)


The downsides:
* it would probably need a preview button and markup help screen
* it's just one more thing to learn and maintain
* many ways to do it (code paste, rietveld, attaching a patch, plain text, etc)
* smells of feature creep
