I'd expect that most committers would be able to learn using it quickly,
without explicit instructions. However, I think there might also be a
Rietveld manual somewhere.

I think this would be very difficult to implement, plus it would be
a wasted effort, since we are going to switch to Mercurial, and would
stop using ViewVC.
