It's actually not due to legal issues although we'd have to check w/ the lawyers if we wanted to do it. It's mainly that we don't want to ship a modified version of the standard library because it seems like it should be standard. It's also a little more convenient for us to not have to maintain a separate copy (although we do already do that for the tests).
