No. The CPAN for Python messages (in and out of the list) are about third-party packages and a better way to manage (and a better experience of installing) those. Think Ruby, it has a significant stdlib (though not as extensive as Python's), but it also has gems (and the `gem` CLI util). Or Haskell, which also has a significant stdlib (GHC does anyway) but also has cabal and cabal-install.
