The policy, as I remember it, can be summed up: don't innovate new  
features in the 2.x branch.  Meaning, add it to 3.x first and then  
backport if you want.  I don't believe a new feature has to be in a / 
released/ version of 3.x first for it to show up in the next 2.x  
release.
