It does.
However, pages such as:
    http://mail.python.org/pipermail/python-dev/
(and, it seems, all other pipermail-generated archive pages)
have the following HTML tag in them:
    <META NAME="robots" CONTENT="noindex,follow">
which explicitly instructs Web spiders *not* to index contents nor follow links.
