EOL-conversion, MIME type and encoding (charset) are three different concepts. Yes, all of them must be supported, but not necessary in one configuration mechanism. Subversion handles these issues by providing svn:eol-style and svn:mime-type (handles both MIME type and charset) properties on a file-by-file basis.
