We effectively have that already. Many of the committers will
only ever commit to a single module (+docs and tests), as they
volunteered to maintain that very module (e.g. Lars Gustäbel
for the tarfile module).

If a committer agrees to restrict himself to a certain area,
he will usually keep that promise, so there isn't really any
need for a finer-grained access control, IMO.
