Yes, it is.

They can, but they shouldn't. Nothing should be committed there
without pje's approval (in whatever form he choses to give such
approval).

I think it shouldn't be in sandbox, but toplevel, but that's a
minor detail. Maybe I misunderstand the English word "sandbox".
