It shouldn't be, but lots of "enterprise"[1] environments will require
qualifying the "new" package according to corporate standards.

I won't argue that this is a sufficient reason to keep a package with
bsddb's history in stdlib, but let's not joke about the difficulties.

[1]  Which apparently means that the company can be enterprising, but
the people who do the work mustn't be!
