There seems to be an issue with the PEP index:
http://python.org/dev/peps/ lists PEP 3122 as the last PEP (not
counting PEP 3141 which is deliberately out of sequence). As a
work-around, an up to date index is here:

  http://python.org/dev/peps/pep-0000/

PEPs 3123-3128 are alive and well and reachable via this index.

One of the webmasters will look into this tonight.
