The last time, I was asked to write a PEP. I would demand the same
thing the next time such a switch is suggested.

I would be -1 on any proposed switch to a system that hasn't made
its 1.0 release yet (myself, I've used subversion since 0.21, and
I certainly don't want to go back to these times).
