The buildmaster can pick those up, and keep track of existing pass/fails. Then it could send an email only when one changes. We might also add a daily or every couple of days reminder saying "The following tests are failing on the following platforms, and have been for X days now". Buildmaster code is on dinsdale, in (I think) ~buildbot. It's also in SVN.
