You're right.  I've added a call to GetSystemDirectory, with a fallback
to the usual locations if it doesn't work.

Yup, that's why '' is the first item in the list of directories to try.

Thanks for catching this.  I've fixed it in the latest version,
which is now checked in to the trunk.
