In 3.0 we could remove 'global' even without 'outer',
and make module global scopes read-only, not rebindable
after the top-level code has run (i.e. more like function
body scopes). The only free-for-all namespaces would be
class and instance ones. I can think of some
gains from this.  <.3 wink>
