If it was a feature, it couldn't have gone in right now ;-)

But yes, I confirmed that that change caused it. I've now found the problem:
one of the test_logging tests reassigned _handlerList, causing it to go
out of sync with the handlerList stored in shutdown().

Fixed in rev. 51235.
