Yes, you may be able to *parse* it as (foo if) bar (esle baz) as well as foo (if bar) (else baz), but I know of no conceivable *semantic* meaning for "foo if" - English has no postfix if, and nor do any programming languages, except entirely postfix ones such as Forth.
