release24-maint branch is THAWED (partly frozen ; )

So the 2.4.2c1 release seems to be not a brown-paper-bag release. The 
branch should be considered ok for those critical fixes that need to 
go in before 2.4.2 final - please, please, if you're not absolutely 
sure, ask me first.
