This isn't rocket science.  Or maybe it is; if adding

  These instructions only apply if you're using a version of Python
  prior to 2.4.1 with a MinGW prior to 3.0.0 (with
  binutils-2.13.90-20030111-1)

is not acceptable then no patch I could submit would be acceptable,
because I don't know how to do better either.
