I think the context is correct, just need a synonym that isn't already used.

   provide, provider 
   supply, supplier
   dispense, dispenser
   deal, dealer
   deliver, deliveror
  
   or

   parcel, meter, dish, give, dole, offer, cede...

   Maybe barrow from a different language?
