Back in the days when we were first fleshing out Zope3's i18n story,
Stephan Richter and I fleshed out a design for a web translation service
that could be used for any open source projects.  It would basically
provide a Zope interface to the catalogs, allowing for a much more
distributed process, controlled by language champions and project
leaders.  I still think it's a cool idea, but right now zope.org is way
to slow for me to dig up a URL. ;/
