I ran into this problem with bug item <http://python.org/sf/777597> My 
solution was to create a new patch item <http://python.org/sf/965036> 
and reference the bug item in the comments. Of course, my solution would 
have been less appropriate if the file I needed to attach had been 
something other than a patch...
