I'm the kind of developer who thinks it very desirable
to embed in configure.in such lines as
  # January 2004:  Skip Montanaro explains that he
  # "believe[s] Modules/Setup is still the best ...
  # ...

In the absence of objections, I'm likely to start
submitting patches to the effect later this month.
