Windows? MSVC has it.

setup.py isn't used, and PC\pyconfig.h is manually maintained.
So HAVE_MEMMOVE has to be defined in this file, at least for MSVC6.
I don't know anything about watcom, borland, or other compilers.
Let's add it in the file and see what happens ;-)
