This allegedly improves file IO by up to 25 % and is commonly recommended as a performance enhancement for domains that only have W2K + servers and clients. It's also part of Microsoft's Server lockdown documentation. I believe the official stance by Microsoft itself is that short filenames are a legacy feature.
