Maybe a wiki would be helpful here.

Have one index page link to each proposal.
Each proposal with a page formatted as:
   proposed syntax
   -------------------
   bdfl comments if any
   -------------------
   arguments for
   ....................
   list of supporters
   -------------------
   arguments against
   .....................
   list of naysayers


If wiki theory holds true, it will flesh it self-out,
allow people to change their minds, and allow arguments
to be said once and then refined to their purest form
We can all see who supports what and, in the end,
a copy of the wiki can serve as a permanent record
of what was learned.
