It is SF patch [ 774665 ] making Python LC_NUMERIC agnostic. With this new patch I have also removed the code hacks that keep LC_NUMERIC always set to 'C'. I hope there aren't serious objections, because this is actually the main point of adding locale-independent floating point conversion routines. Anything else I can do?
