I'm also using 21.4.9. Turns out that SuSE chose to compile XEmacs with Mule support but placed the Mule files into a separate package called 'mule-ucs-xemacs'. After I installed that package, XEmacs now correctly interprets the coding marker and works just fine with UTF-8 files.
