Which flavor of Windows?  If NT or 2000 or XP, did you install with or
without admin privs?

Unfortunately, the code in regrtest.py to format this list to fit screen
width, and to say which skips are *expected* on win32, was new in 2.2, so
ineligible for inclusion in a 2.1 bugfix release.
