That was true with the old patch manager; the new tool can have
multiple artefacts per report. So I guess the proper procedure now is
to attach new files separately (or to build an archive of the new
files and to attach that separately). That requires no funny diffs
against /dev/null and works on VMS, ummh, Windows also.
