[Python-Dev] import Tkinter fails

On Unix, either when running from the build directory, or when running
the installed binary, "import Tkinter" fails.  It seems that
Lib/lib-tk is (once again) dropped from the default path.

I'm not sure where to point a finger, but I'm kind of hoping that this
would be easy for Andrew or Neil to fix...

(Also, if this has alrady been addressed here, my apologies.  I still
have about 500 emails to dig through that arrived during my brief stay
in New York...)
