Wouldn't object if someone else wanted to, but they appear to make most sense where they are, next to the decl of the PyCompilerFlags struct (the "CF" in PyCF_MASK refers to Compiler Flags, not Code Flags -- these bits are doing double-duty in 2.2a2).
