  I don't either, but I think I know where it came from.  There's an
IETF RFC that carefully defines these terms as they relate to
standards compliance, and IETF documents use them this way
(capitalized).
  I think we should follow the W3C lead on this one: they adopt the
IETF RFC but state that the terms are not specially cased; they are
shown as normal English words.  (I think the RFC doesn't actually
require the capitalization, but I'm not certain offhand.)
