Don't create dockvols directory on datastores we don't need to create #1705

Description

We don't need to create to create dockvols directory on every datastore accesible to ESX host when we receive a request (eg: volume create request). This was seen in ESX logs during webex session of a customer issue. Unfortunately no logs at the moment but this should be fairly easy to reproduce.
