Umbraco.Cms 13.9.2
Umbraco.Workflow 13.4.4

Clean install of Umbraco.Cms 13.9.2 with Umbraco.Workflow 13.4.4 and Umbraco.Workflow.DataGenerator.
After datageneration, modify Group 2 by removing the explicit group members, and add the Editors group.
In the Approval groups overview it will show

Go to the About Us node and Request publish

It should show the list of the (distinct) inherited users, so that the logged on user can see who is able to approve the workflow.
It of course needs to take into account the Exclude Flow etc when displaying the state of each user.
