1. Supported python versions

Only supports python >= 3.11. While it will install, it should throw an error.

1. When the time series is too long, the TimesFM model quietly crashes because of dimensionality.

If the time series is too long, the model should throw an error instead. From our benchmark experiments, we find the following upper bound:
Signals with length >=93878 were crashed in evaluation. 44 signals out of 250 in UCR dataset were not benchmarked due to memory constraints

1. Throw an exception before import if python version is not supported.
2. For now, we can limit the accepted time series to be of dimension < 93878 - window_size.
