Hi. As maintainer of the nloptr package, I worked with Tomas to make it ready when the next R release comes out. With it, the RTools42 toolchain will supersede the 40. In this new toolchain, they ship both libs and headers of external C/C++ libraries. However, when I use the R-CMD-Check script with os: windows-2022, r: devel, it complains about not finding the nlopt header as if the whole toolchain had not been loaded.
