We should move types related to reporting into a common package (nspmd.reporting). The package already exists in PMD 7 and contains GlobalAnalysisListener, FileAnalysisListener and some implementations of those

Types that could also be moved there include:

• Report
• RuleViolation and ParametricRuleViolation
• RuleContext
• ViolationSuppressor
• ViolationDecorator [core] Violation decorators #3902

The purpose of this is to clean up the root nspmd package which is currently a mess.
