U+FBC0 ARABIC SYMBOL SMALL TAH ABOVE and U+FBBC ARABIC SYMBOL DOUBLE VERTICAL BAR BELOW are spacing symbols, not combining marks, but in Cascadia Code, they combine with the previous Arabic glyph. For example, here is <U+0628, U+FBC0, U+0628, U+FBBC>:
