Currently, there is not way to start or stop kernels in the notebook dashboard. We should add "Start" and "Stop" buttons for each notebook in the list. This will also enable us to sort notebooks in that list according to if they are running or not.
This will require adding new information to the kernel listing web service that includes the state of the kernel.
